Mr. Popelka is the Director of the Business Process Management Center of Excellence within the Office of the CIO. He led the Federal Acquisition Team that worked on the Strategic Initiative of developing an enterprise-wide acquisition process enabled with IT systems, and produced the Acquisition Process Improvement Plan that is being used as the framework for future enterprise acquisition process improvements and IT systems enhancements.
Mr. Popelka was the Director of the Systems Management Center, Federal Acquisition Service, in the General Services Administration. The Systems Management Center is the home of electronic acquisition systems like GSA Advantage!, e-Library, and e-Buy plus eOffer and eMod. Previously he was Director of the Business Management Division in the Information Technology Acquisition Center of the General Services Administration, responsible for over $13 billion annual sales through the Federal Supply Group 70 Information Technology Multiple Award Schedule. During his 20 years with GSA’s Federal Supply Service, he has assisted numerous business units with their business and marketing planning, implementation and execution, and was selected as Federal Supply Service’s Marketing Executive of the Year for 1998. Prior to his public sector experience with GSA, Mr. Popelka developed a private sector background in marketing for firms with specialties in information processing, financial products, fundraising, and professional association membership. He has served as a member of the Advisory Panel for the Master’s Certificate Program in marketing Research at the George Washington University and as a member of the executive committee of the non-profit marketing division of the American Marketing Association, Metro Washington DC Chapter. He recently earned a Master of Public Administration degree at American University.
