Owen is currently the Director of the Innovative and Operational Architecture Division, part of USDA’s Office of the Chief Information Officer. He has architected and implemented numerous enterprise-wide initiatives including new generation web hosting facilities, several electronic-Government initiatives, an eAuthentication system for customers, USDA’s HSPD-12 system and a comprehensive IAM project. Recently, he has expanded his work to include enterprise implementations for video teleconferencing, network access controls, virtual clients, digital signing and other new emerging technologies.
